I got exactly the same problem, and the resulting image isn't valid.
However, here is the fix for it:
1) Navigate to the VIDEO_TS folder in the downloaded files
2) Move VTS_01_0.BUP out of that folder to a safe place. (So that you can put it back later if I'm wrong)
3) Make a new copy of VTS_01_0.IFO and rename it to VTS_01_0.BUP (now the files are identical for sure)
4) Burn an image to disc. This time you shouldn't get the error message.
optional: 5) I recommend trying to mount the resulting image with something like Daemon Tools Lite, which is basically a DVD drive emulator, so that you can see if the image is playable before you write it to a disc. Get it here, is
