Year Zero is a concept album; i believe it was Trent's intent to have a range of different viewpoints, forming a narrative "snapshot" of this near future dystopia. each track of the album has a role to play in creating the overall portrait of the world.
The Greater Good, which is perhaps more of a soundscape than a song, seems like it was designed to make you uncomfortable, to convey an approximation of the twisted lengths that are being used to keep the populous in a mindless state of sedition.
so yeah, in terms of the larger narrative, i think Trent was going for a feeling of opression and unease with this track; the last thing you hear is him whispering over a sustained high pitched drone, like a sound in your head you can't control.
if a song like this makes you want to get up and do some dance aerobics, go for it. sounds like it has a pretty clear direction to me.
